Add the macaroni to a large pan of boiling water and cook following the instructions on the packaging. Add the cauliflower florets and chopped cauliflower leaves for the final 5 minutes. Heat the oil in a pan, then stir in the flour and cook for 2 minutes. Remove from the heat and gradually stir in the milk.
